David H. Howes, M.D.

David H. Howes, M.D., president and chief medical officer of Martin's Point Health Care in Portland, Maine since 1996, joined the organization 10 years ago as a physician. Known today as a visionary in the healthcare industry, Dr. Howes has transformed Martin's Point into Maine's largest, non-profit primary care practice by helping create and implement a new strategic plan for the organization. Under his leadership, Martin's Point has received reaccreditation with commendation from the Joint Commission for Accreditation of Healthcare Organizations. He is the only practicing physician in the state to serve as the head of a health care organization.

An expert on health care policy, Dr. Howes lectures and is often sought out by the media to comment about health care issues. In the past year Dr. Howes and the innovative programs at Martin's Point Health Care have been featured in a number of national publications, including Modern Physician, Health Data Management, Medical Tribune, and local media such as the Portland Press Herald, Business Profile and Northeast International Business Journal. He was a featured speaker at the national Department of Defense Conference to an audience of more than 2,000 in Washington, D.C., where he spoke about the medical needs of military personnel. In addition, he recently served on a public policy forum sponsored by the Greater Portland Chambers of Commerce and the Muskie School for Public Service at the University of Southern Maine.

Dr. Howes joined Martin's Point Health Care in 1989 as a family physician and medical director of the facility's former health care center in Bath. In 1991, he was appointed medical director for all of Martin's Point and embarked upon a reorganization plan to improve the center. Today, Martin's Point serves 44,000 individuals and accepts all major health plans, including the U.S. Department of Defense contract for retired military and dependents of active duty military personnel.

Dr. Howes is responsible for the design and development of the successful new Utilization Management/Medical Services Department. He also consistently contracts for speciality, ancillary and hospital services. Before joining Martin's Point Health Care, Dr. Howes was a family physician in Stonington, Maine, providing a full range of primary care services for residents of the coastal fishing community.

A 1977 graduate of Dartmouth Medical School in Hanover, N.H., Dr. Howes received his undergraduate degree from Dartmouth College in 1973. He completed his post-graduate medical education as a resident in family practice at Eastern Maine Medical Center in Bangor, Maine; as a resident in internal medicine at Medical Center Hospital of Vermont in Burlington, Vt.; and as a resident in pathology at the Dartmouth-Hitchcock Medical Center in Hanover, N.H. He is a member of the American College of Physician Executives and the American Academy of Family Practice. A resident of Brunswick, Dr. Howes has been a volunteer physician with the Tedford-Oasis Shelter Clinic in Brunswick since 1991 and served as vice chairman of the Maine Peer Review Board for several years.
