Gov. Baldacci Appoints Bernstein Shur's Kay Rand to Commission to Reform the State Budget Process

Rand considered one of Maine's top public policy strategists

AUGUSTA, Maine - Kay Rand, a principal in Bernstein Shur Government Solutions LLC, has been appointed by Gov. Baldacci to serve on the Commission to Reform the State Budget Process.

Considered among Maine's top public policy strategists, Rand is one of three members of the public selected by the governor to serve alongside lawmakers and state officials on the 12-member panel. The commission is charged with conducting research and preparing recommendations on a number of budget-related matters facing the state of Maine.


"Kay Rand has a depth of knowledge and experience that makes her an ideal choice to serve on this important commission," said Gov. John Baldacci. "Her expertise will be critical as the commission examines reforms to the state budget process."

At Bernstein Shur, Rand assists a range of clients in finding solutions to complicated regulatory, legislative, and political issues as a principal in the firm's government consulting affiliate.

Before joining Bernstein Shur Government Solutions, she served for eight years as chief of staff to former Gov. Angus King (counsel to Bernstein Shur), developing an intimate understanding of both the executive and legislative branches of state government. In 1994, she also managed the Independent candidate's campaign.

Prior to her alliance with King, Rand represented the business community in government affairs with a focus on real estate development, environmental permitting and general economic development. Also, during the Gov. McKernan administration, she served as deputy commissioner in the Office of Comprehensive Land Use Planning, working with municipalities, regional entities and state agencies on growth management strategies.

Rand also has served as the lobbyist representing the Maine Municipal Association and Maine municipalities before the Maine Legislature and state administrative agencies, and was the key liaison with Maine's congressional delegation on municipal matters.

"This is a vitally important time to study the state budget process,” Rand said. "Public officials spend most of the time with the state budget challenged by what is in it and not enough time focused on how it’s put together. The Governor and the Legislature should be acknowledged for the foresight that created the charge to this Commission. I hope to be able to contribute to its important deliberations."

The Commission to Reform the State Budget Process will meet six times and conduct at least one public hearing. The first meeting took place Sept. 29.
