Letter to the Kittery Community

Dear Kittery Resident:

My name is Ed Huminick and I'm the managing partner of the company that is proposing to build the Kittery Marketplace, a campus-like mall near Cutts Road on Route 1. The Kittery Marketplace will pay $1.1 million in taxes and generate more than $600,000 in net revenues to the town each year, helping offset property tax increases for all homeowners.

But more importantly, the most critical issue before us is traffic. So we are addressing traffic issues that other developers have avoided. For example, it was our idea and suggestion to expand the scope of the traffic study to encompass the entire Route 1 stretch from Wilson Road to the York border, not just the immediate area where our mall is being built. We are paying all costs associated with this expanded study. We're doing this because improved flow will make our project better and because we want to help Kittery find a solution to this important issue.

I'm currently the chairman of the Zoning Board of Appeals in Salem, N.H. We are holding this mall project to the same exacting standards I would insist upon if it were proposed in my hometown. It's good planning. Our all-in-one campus design with only one curb cut onto Route 1 will be a marked change from the current situation further south along Route 1, where dozens of curb cuts create congestion and frustration. Our project clusters retail development and, under town ordinance, will be the last large-scale retail development in the area.

We want to build this project right. That's why we're following all the rules and in many cases going above and beyond what's required of us. For example, we're covering the costs of moving residents of the mobile home park to a nearby larger park, and freezing the rents for 5 years. We've also subsidized the purchase price of the land for a new nursing home that will replace an antiquated facility with a state-of-the-art adult care complex and keep a valuable resource in Kittery. We're also funding the cost of an additional police officer and creating a police substation inside the mall.

We hope that you will learn more about our project by stopping by our open house on Saturday, September 16 from 9 a.m. to noon at the Day's Inn on the Route 1 Bypass. The event will feature coffee and danish, informational displays on various aspects of Kittery Marketplace, and representatives from the project will be on hand to answer questions. Stop by any time after 9 a.m.

Although it may not look like it on the surface, the Sept. 26 referendum is a huge decision for Kittery. It's important to note that voting yes on this referendum takes away our legal right to build this project by changing the rules after the fact, which can lead to unintended consequences where we all lose. Above all, remember that voting yes will not stop retail development on Route 1. We believe there are many who appreciate what the malls mean to Kittery. Once you have all the facts, we hope you will go to the polls in greater numbers than the anticipated 25 percent turnout. And, we hope you will vote NO on Tuesday, Sept. 26. Thank you.
