Martin's Point President, Dr. David Howes, Speaks at National Medical Conference

David H. Howes, M.D., president and chief medical officer of Martin's Point Health Care in Portland, spoke recently at a national conference in Washington, DC on the medical needs of retired military personnel.

In his presentation, Dr. Howes focused on how health care facilities such as Martin's Point can handle the special needs of over-65 military retirees. More than 1,600 people from around the world á mostly from military base treatment facilities á attended the conference. Dr. Howes spoke about the need to develop top-quality, comprehensive and cost-effective care systems for patients as they age.

A resident of Brunswick, Dr. Howes has been with Martin's Point Health Care for 10 years, and was appointed president in 1996. Under his leadership, Martin's Point has received reaccreditation with commendation from the Joint Commission for Accreditation of Healthcare Organizations. Dr. Howes also developed a new management team and led the team in creating a new strategic plan for the organization. Today, Martin's Point has five locations and serves 43,000 individuals and accepts all major health plans. .

Martin's Point is designated as one of seven Uniformed Services Family Health Plans (USFHP) in the country and the only non-hospital USFHP. Dr. Howes is the first representative of an USFHP invited to address the annual TriCare Conference. TriCare is the new U.S. Department of Defense health care program, and Martin's Point is a designated provider of TriCare Prime benefits for active duty dependants as well as retired military and their dependants.

At the conference, Dr. Howes described how Martin's Point began at-risk care for 3,500 military seniors in 1993 and has learned through trial and error how to effectively meet the complex needs of an older, less healthy population. He outlined five elements needed for superior eldercare management: proper screening tools to determine needs and appropriate interventions; a management system for complex case coordination; a thorough understanding of all services needed, from acute care facilities to home health and rehab services; a detailed model for how physicians can meet the needs of patients and their families; and a comprehensive disease management model.

A 1977 graduate of Dartmouth Medical School in Hanover, N.H., Dr. Howes received his undergraduate degree from Dartmouth College in 1973. He completed his post-graduate medical education as a resident in family practice at Eastern Maine Medical Center in Bangor, Maine; as a resident in internal medicine at Medical Center Hospital of Vermont in Burlington, Vt.; and as a resident in pathology at Dartmouth-Hitchcock Medical Center in Hanover, N.H. He is a member of the American College of Physician Executives and the American Academy of Family Practice. Before joining Martin's Point Health Care, Dr. Howes was a family physician in Stonington, Maine.

Dr. Howes has been a volunteer physician with the Tedford-Oasis Shelter Clinic in Brunswick since 1991 and served as vice chairman of the Maine Peer Review Board for several years.

Martin's Point Health Care, based in Portland at 331 Veranda St., also has clinics in Windham, Topsham, Bath and in Newington, N.H. A new facility in Brunswick is scheduled to open in early May. Established in 1981, Martin's Point has a staff of 240 health care professionals.
