Dr. Kenneth St. André Named Plan Medical Director at Martin's Point Health Care

PORTLAND, Maine - Dr. Kenneth St. André, M.D., M.P.H., has been named the new plan medical director at Martin's Point Health Care, the state's largest not-for-profit health care provider.

St. André will provide clinical leadership to the Plan Medical Services division and oversee day-to-day clinical care management activities at Martin's Point. Plan Medical Services is one of three divisions at Martin's Point, which serves more than 54,000 patients at locations in Portland, Brunswick and Windham, Maine, and in Portsmouth, N.H.

"Ken St. André is a highly experienced, innovative health system management expert with a broad background in health care delivery and managed care operations," said Dr. David Howes, M.D., president of Martin's Point. "We are fortunate to have someone of his talents and knowledge in this important position."

St. André has more than 26 years in health care. He most recently served as a principal and epidemiologist for ACS Federal Healthcare, Inc., where his duties included conducting insightful analysis into the relationship between clinical and business processes with a focus on clinical quality and financial performance. St. André also has served as a director with the Virginia Department of Health and a pair of managed care health insurers. He retired as a Captain in 1997 from his position as director for quality improvement and utilization management for the U.S. Navy, Bureau of Medicine and Surgery.

A frequent teacher and presenter, St. André has presented research and numerous reports to Congress and the Department of Defense, and is the author of various articles for health journals. He is a member of the American College of Physician Executives, the American College of Preventative Medicine and the American Society for Quality.

A resident of Portland, St. André received a master's in health policy and administration in 1990 from the University of North Carolina in Chapel Hill. He received his medical degree in 1978 from the Tulane University School of Medicine in New Orleans, and an undergraduate degree in 1974 from the University of South Carolina in Columbia.

Established in 1981, Martin's Point is a not-for-profit health care provider with facilities in Portland, Brunswick and Windham, Maine, and in Portsmouth, N.H. Martin's Point has a staff of more than 300 health care professionals and serves 54,000 patients - including military retirees and dependents of active military personnel - under all major health plans.
