Mark Larkin Named Operations Officer for Plan Medical Division at Martin's Point Health Care

PORTLAND, Maine - Mark S. Larkin has been named health plan operations officer for the Plan Medical Division at Martin's Point Health Care, the state's largest not-for-profit health care provider.

Larkin will oversee the division's management of the Uniformed Services Family Health Plan, which is available to families of active-duty military personnel, retirees and their eligible dependents at the four Martin's Point's locations in Maine and New Hampshire. His specific responsibilities include oversight of claims, eligibility, service, provider contracting/relations and technical/business support.

"Mark has an impressive background in managed-care operations and transaction processing," said Dr. David Howes, M.D., president of Martin's Point. "He's an outstanding addition to our team, and will help us continue to meet the challenge of providing quality care in an increasingly complex heath-care environment."

Larkin, who joined Martin's Point in September, has more than 20 years in health care and insurance management. He most recently served as director of operations for a contract-management firm in Yonkers, N.Y. In addition, he has served as vice president of operations and as assistant vice president of HMO customer service at large insurance companies in New York State. He is a member of the American Management Association, the International Customer Service Association and the American Association of Health Plans. A Certified Health Consultant, he also is a professional in the Academy for HealthCare Management.

A resident of Scarborough, Larkin received an MBA in 1991 at Rutgers University in Newark, N.J. He is a 1981 graduate of the University of Rochester in New York.

Established in 1981, Martin's Point is one of seven designated providers of the Uniformed Services Family Health Plan, a managed care plan for families of active-duty military personnel, retirees and their eligible family members. Sponsored by the U.S. Department of Defense, the plan provides the TRICARE Prime managed care program to about 100,000 people through networks of community-based civilian hospitals and physicians across the nation.

Martin's Point - with facilities in Portland, Brunswick and Windham, Maine, and in Portsmouth, N.H. - serves more than 18,000 US Family Health Plan members and about 36,000 patients under other major commercial health plans.
